Associate Professor Luo Shuang from the College of Education of CNU Participated in the Drafting of Family Education Promotion Law of the People’s Republic of China2021-11-10

  The Family Education Promotion Law of the People’s Republic of China was adopted at the 31st Session of the Standing Committee of the 13th National People’s Congress on October 23. Luo Shuang, associate professor from the College of Education of CNU, was appointed as an expert consultant of family education legislation by the Social Development Committee of the National People’s Congress, and deeply participated in the drafting and discussion of the draft law. She gave full play to her professional knowledge and proposed many suggestions. Her important suggestions such as building a family education guidance service system covering urban and rural areas were adopted by the legislature. During the consultation period, she offered legislative consultation for relevant departments including the Commission for Legislative Affairs of the Standing Committee of the National People’s Congress, the All-China Women’s Federation and so on, which were of important reference value for the improvement of the draft law.

  In recent years, Luo Shuang has been deeply engaged in family education policy and law, and has published a series of papers and books. She teaches Family Education Policy Research, which combines scientific research with teaching. She attaches great importance to the transformation of research results, and participated in the drafting of policy documents such as the Five-Year Plan for Guiding and Promoting Family Education of Nine Ministries and Commissions Including All-China Women’s Federation (2016-2020), and the Three-Year Action Plan for Home-School Co-Education of Primary and Secondary Schools in Haidian District, Beijing (2018-2020). She is an evaluation expert of the 12th Five-Year Plan for Family Education and an expert of the New Family Plan program of the National Health Commission. She was interviewed by authoritative media platforms including China Education Television, Xinhua News Agency’s China Comment, Legal Daily, China Women’s News, Workers’ Daily and The Democracy and Law Times and expressed her views on the interpretation of the draft legislation on family education, and responsibilities of parents of online children celebrities. Invited by Beijing Normal University, China University of Political Science and Law and so on, she gave academic lectures and reports on family education legislation, which have been highly concerned and recognized by academic peers and all walks of life, and have produced extensive social impacts.
