Since 1960s’, the Capital Normal University (CNU) has started to employ foreign experts, being one of the first universities in Beijing to recruit foreign experts. Up till July 2003, there were altogether 370 people once employed as our University’s foreign experts. At the moment, our University is inviting over ten foreign experts each year from USA, Canada, Australia, Britain, France, Japan, Germany, Russia, Spain and Korea to teach at our University’s English Language and Literature Department, English Education Department, Japanese Department, German Department, French Department, Spanish Department and Russian Department. They are also giving teaching guidance at the Adult Education College, Literature College, College of Resources and Environment, College of Music, College of Fine Arts, Mathematics Department as well as the middle school attached to the University. In addition, there are about twenty short-term visiting scholars coming to our University each year for academic exchanges and teaching work. Meanwhile, the CNU has also established cooperative relationship with Russia’s National Mosco Language University, the France’s Paris High-level Normal University, Japan’s education commission of Nagasaki prefecture, the Spain’s International Cooperation Bureau and German’s Academic Exchange Center(DAAD) in terms of dispatching experts to our University, who made important contributions to the nurturing of our University’s high-quality foreign language talents, the training of teachers, compiling of teaching materials, the construction of faculties and promotion of international cultural exchanges.

The guiding principle for CNU to invite foreign experts and conduct international exchanges is to proactively introduce overseas intelligence, reinforcing the capabilities in language teaching and technological researches, cooperatively cultivating foreign language teachers and high-profile talents of other sectors, exploring the educational cooperation internationally and among different universities, grasping the latest academic movements, constantly increasing the quality and efficiency of employing foreign experts so as to offer better teaching and research services to the University.

The foreign experts’ work is an important part of CNU’s foreign affairs. The Department of International Cultural Exchanges of College of International Education is the right unit in charge of foreign experts’work, where there is one director and one staff. The teaching of foreign experts is managed by CNU’s Teaching Affairs Department as well as the department that experts work for. And the latter takes the major part of the responsibility while the Department of International Cultural Exchanges takes care of the invitations and daily administrations. Our University has been approved by the National Foreign Expert Administration as “Grade-A unit of recruiting foreign experts”. In accordance with the guidelines set by the National Foreign Experts Administration and the Ministry of Education on the invitation of overseas academic experts, our University abides by the principles of employing experts on demand out of our own initiatives, selecting the best candidates, guaranteeing the quality of recruitment, taking advantage of their specialties and seek pragmatic effects. In 1991, our University was awarded with 1st Prize of Beijing’s Expert Work by the Foreign Affairs Department of Beijing Municipal Government and the Beijing High Education Bureau in praise of our University’s excellent performances and good effects in employing foreign experts. In 1996, our University was awarded the Advanced Collective Prize by the National Foreign Experts Administration. In September 2001, CNU passed through the 9th “Five-Year Plan” Project acceptance of Beijing’s “211 Project”, marking our work in this area has entered a new stage of 10th “Five-Year Plan”. To build up a top-level normal university in China with comprehensive teaching and researching capabilities, our University is going to upgrade our efforts in the internationalization drive and apart from inviting foreign experts to conduct language teachings, we are also thinking of increasing the quota of overseas professional scholars to be engaged in academics, technology, arts and education fields, attracting more and even higher level non-language foreign experts to come to CNU for teaching work, academic meetings and cultural exchanges.
